This volume explores the implications of the COVID-19 pandemic for the sustainability of the present global political and economic system and the extent to which that system may as a result be undergoing transformation. Towards this aim, the contributing authors raise a number of key questions. First, what is likely to be the impact of the pandemic on the current global order based on neoliberal hyper-globalization? Second, what insights do earlier pandemics along with other inter-related crises such as those of climate, inequality, social reproduction, and continued fallout of the global financial crisis offer for understanding the medium- to long-term implications of COVID-19? Third, to what extent might the COVID pandemic lead to progressive political transformations? Towards this latter goal, the contributors to this volume also offer a number of suggestions as to what a post-COVID-19 world might look like and how post-COVID transformations might be channeled in a direction more conducive towards social justice and equality. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. Kevin Gray and Jong-Woon Lee focus on three geopolitical 'moments' that have been crucial to the shaping of the North Korean system: colonialism, the Cold War, and the rise of China, to demonstrate how broader processes of geopolitical contestation have fundamentally shaped the emergence and subsequent development of the North Korean political economy. They argue that placing the nexus between geopolitics and development at the centre of the analysis helps explain the country's rapid catch-up industrialisation, its subsequent secular decline followed by collapse in the 1990s, and why the reform process has been markedly more conservative compared to other state socialist societies. As such, they draw attention to the specificities of North Korea's experience of late development, but also place it in a broader comparative context by understanding the country not solely through the analytical lens of state socialism but also as an instance of post-colonial national development.

A quarter of a century has now passed since the historic popular uprising that led to the overthrow of the Ferdinand Marcos dictatorship in the Philippines. The mass movement known as the "People's Power Revolution" was not only pivotal to the democratic transition within the Philippines, but it also became an inspiration for subsequent mass movements leading to further democratic transitions throughout the Third World and in the former Communist bloc in Eastern Europe and the Soviet Union. However, the neoliberal economic policies subsequently pursued by newly democratic governments throughout the Third World led all but the most celebratory observers to note the constrained and limited nature of these formal political transitions. This volume poses the question of the extent to which 'people's power' has been able to play an active role resisting neoliberalism and deepen substantive democracy and social justice. This multidisciplinary volume highlights the transformed nature of the relationship between higher education and society in the 21st century. In particular, it argues that the development of the global university, especially in the non-western world, has transformed the traditional understanding of the relationship between higher education and society. This has important implications for the relations of state, as education has not only become an object of national development policy but for many states an important export. The history of the university reflects the decisive social transformations which have given definition and identity to both new nations and modern societies. In the post-war period, universities in the industrialized world underwent a radical shift. The mass expansion of higher education ensured that universities were no longer centers designed to train youth to assume the leadership positions held by previous generations. Instead universities were to become centers where job skills could be imparted and knowledge produced, refined and used in the newly emerging Cold War economies, and where students could develop the skills necessary for employment in a changing world. Rather than focusing on the refinement of future leaders, the task of the university became linked to the development of economically exploitable technical knowledge. A shift of comparable magnitude is now ongoing in the nature of higher education itself. Globalization has led to the growth of knowledge communities around the world, mirroring the rise of centers for global finance in previous decades. In the Middle East and Asia the demands of the knowledge-based economy have led to the opening of new indigenous universities and branch campuses and partnerships with established European and North American universities. Education City in Qatar, for instance, has received or been pledged more than 200 billion dollars since its inception. The growth of new indigenous universities has altered the traditional role of the university further, increasing the emphasis on courses which are close to the marketplace. These new partnerships have contributed to the creation of what is now referred to as the global university.
